How to find local links

So i wanted to find some local forums of hackers/developers and so on. But google dont give me too much of useful info. For example when I tried to find indian hackers forums i only got like overall information that was completely useless
What I am asking is - how to find these websites? Is there maybe a list of South American/Asian/Indian local forums for scammers, carders and other shady guys?
