Following the guidelines on disputes, here is each section broken down:

I contacted todman2112 (Matt) for a Full Feature article on Maxim (maxim.com), we negotiated from $3300 to $3000, and I sent $3000 via Bank Wire (+ $150 USDT towards bank fees incurred). He said he has full control, and the article would be guaranteed published once paid. I waited patiently for over 6 months (May 2023 to December 2023) for the article to come live. Nothing happened. In early December I demanded a refund. He has promised twice since then that he would refund, and hasn’t. He continues to read my messages and not respond.
Proof that the transaction began on MMO: (Submit a link to a post or conversation showing that this issue began on MMO)

He provided options including Maxim via PM and we negotiated regarding price:
Our conversation continued but waited until reminded on Jan 21st 2023 in the same PM that he had Maxim full feature now for the lower price of $3300.
I agreed and asked the process. He assured me he has full control and it will go live as soon as I pay:
