How effective are Tier 3 links in current SEO campaigns?

Are Tier 3 links still effective in boosting SEO campaigns, or have they become outdated with Google’s evolving algorithms? Do they provide noticeable authority to Tier 2 links, or is the risk of spam penalties too high?

you can have good links or shitty links in any tier. So, if you use good links in tier 3 (or any other tier) your SEO campaigns will be effective
