Offer free services to businesses in your area.
I'm not in the game anymore but if I were I would offer free social media set up and share my SEO service (actually I do that in my area and don't charge anything anymore).
Don't offer packages, as the guy that owns a pizza store usually has no clue what a "Local SEO Service Package" is.
Offer visibility and do it face to face.
Suggest changes they can make to help them make more money.
Too many lose business because they offer a link package as opposed to visibility.
I promise, you do that, and you will do well.
