Google Voice number asks for Forwarding number

So I have a Gmail account and I can get a Google Voice number with it.

However, when I try to get it, I am asked for a Home, Work or Mobile number in order to continue; a forwarding number. But I don't live in the US, and I have no access to a number from the US. It must be a US number; it doesn't allow for international numbers.

Any way around this?
