How do Residential proxies work?

Hello, I am a bit confused about how the proxy provider is giving residential broadband proxies and mobile proxies without facing any legal issues.

What if someone does any illegal stuff using their IP? As it is residential/mobile, the owner will be solely responsible for the crimes committed through the IPs.

Also, is there any demand for Indian IPs? (Residential)
