How to hide your identity from Google, specifically?

I need to create a Gmail account, and it has to be Gmail, can't be other email provider.

I could get a virtual phone number to verify it, then only interact with that account via Tor and Tails. Problem is that these solutions keep changing your IP and MAC, sometimes even to blacklisted addresses, which are going to trigger "suspicious activity" from Google's end sooner or later.

Furthermore, I've heard of people that got locked out of their accounts even with correct login and verification credentials, simply because they were trying to access their Gmail from a different device.

What are solutions that can keep the same IP/MAC, while not handing them my identity?

What I'm thinking of doing as of now is:
1: Buy a new dedicated mobile device.
2: Use Brave browser.
3: Use one virtual machine per Gmail account.
4: Use a MAC changer and switch to a different one per Gmail account.
5: Use VPN on mobile to change IP address.
6: Use virtual phone numbers for each account.

If you would use iPhones instead of Android devices, nobody would be able to see sensitive device data like your MAC addresses.
