How to upload a journal or a notebook on Kindle Amazon for selling

Hello,

When uploading to KDP low-content books. I can create 1 pdf with the cover and then I create in PowerPoint some inside pages with lines and so on. My question is when I uploaded to KDP to get approved and ready to sell, do I have to merge the 2 PDF files? Or do I upload 1 cover and 1 PDF with the interior pages?
