I would like to ask if the CC domain name is judged as a spam domain name by Google. Will it lead to low weight and failure to rank?

I have a website that uses the CC domain name for filtering echodata.cc. I would like to ask if there is any comment on this.

In short yes. User experience is a ranking factor, also dwell time. Anti-Malware especially malwarebytes will not load cc sites sending a bad signal to google search.
