Let publishers set Minimum CPC

Need an ad network that let’s publishers set a CPC floor. Why hasn’t this been implemented is so confusing to me.

Same with CPM actually. Let publishers choose the minimum rates they will accept

This is especially relevant because a guy living in San Diego cali has higher cost of living than a person living in Turkey.

Anyone aware of ad networks that support the above?
