Need Help! Why Google give this website hugh traffic?

Hey everyone, I found a website yesterday but I can't visit it.

Surprisingly, this website got 4.7 million visitors from April to May, even though it has a 0 DA and just 1 backlink.

I tried pinging it globally and it seems many places can't access it.

So, my questions are:

1) How come this website is getting so much traffic from Google with low DA and few backlinks?

2) Can anyone visit this website, or is it down now?

It's embedded behind some institution, it's a needle in haystack. There's many out there. Ai will be the whackamole to it eventually.
