rank and rent not working till now

I got some ranka nd rent sites in HVAc, locksmith niche in germany. Big and small cities are targeted.
What I noticed:
I followed jacky chous approach of Exact-match domain+ citations from fiver+ tiering them with PBNs and map embedds

The small city sites are in top 3 but the sites which targeting big citeis (which have high comp and high search volume, means big $$) still hanging around
in position 50.
This is now after 4 weeks.

Do you guys have any recommendations?
