Running ads on Instagram it’s effective??

Hey. I’m very interested in running ads in instagram . The niche it’s music .
But I can’t run ads because I’m from 3rd world country and instagram doesn’t allow this. So , first I want to ask if this is something that can help to grow the account and reach more people with content?? I’m not interested in followers I’m very sure if I target the right audience the follows will come easily.
