Tier 3 Backlink

Hello everyone, currently, I'm in the process of building tier backlinks for my money site. I've already established tier 1 and tier 2 backlinks, and now I need to create tier 3 backlinks. Should I manually link these tier 3 backlinks to my tier 2, or should I purchasing backlinks from Fiverr? Also, is it acceptable if my tier 3 backlinks are lower quality and a little bit spammy ?

You can buy from Fiverr or even MMO if you want. But you should what you want. Generally, the farther away from your money site a tier is, the shittier the backlinks could be. Tier 3 can be spammy.
