What factors determine whether a YouTube Short video gets traffic?

Some of my videos with similar quality get pushed to around 10,000 views and then stop getting views, while others only get around 10 views. The type and quality of the videos are pretty much the same. What factors determine YouTube Shorts recommendations?

It's frustrating man, I consistently get 10-13k views on a short, then it absolutely flat lines. Today I got 13k views in less than an hour, 70% watch rate then bam, flatline, like YouTube literally pulls the plug on impressions. I don't know what more I gotta do to break thru it.
