What online tools or methods are available that allow you to directly input a video file and provide a file with translated subtitles?

Is there a way to automatically recognize the video language, translate it, and generate a video with subtitles?

i needed to do the same thing , translating russian video to english .
no online tool did that for free.
i used Synthalingua from github( runs locally) . it gives subtitle (srt) file . worked good for me.
ANOTHER easy way is to open google translate app on phone and use the conversation option and play the video on another device and let google translate listen it.
