Why isn't everyone who's 2nd language english using apps to translate?

I see this all the time on forums—people not using apps like ChatGPT, Google Translate, or the many other free tools and browser extensions available to fix grammar and improve writing. It's surprising, especially when these tools are free and easy to use. It's even more baffling when someone is trying to sell a service but struggles to put sentences together, when they could easily polish their writing with these resources.

Someone help me figure this out
