Why so much traffic from Brazil?

Every time I research an offer I check the similarweb stats of the offers main site and they always have a load of traffic from Brazil, are they botting visits to boost them on clickbank or something? I see this happen a lot for 'Top Offers' with high gravity, I also see people advertising to Brazil and it has me really confused. Maybe its cheap to send cold traffic from here?
