does anyone else feel like it is getting harder to build a real community on facebook ?

Hi,
I have been managing a facebook page and one thing I have noticed is that getting followers is not always the hardest part. The bigger challenge is getting people to actually join the conversation. A post can get plenty of likes but a very few people leave comment to share their own thoughts.
It feels like people are more willing to scroll rather than interact even when the content is relevant.
Have you found any simple changes that encourages people for genuine conversation of facebook without asking to like, comment and share ?
