5k budget

I’m looking to start a CPA marketing business and I have a 5k budget for paid traffic and tools. Is this budget good enough for me to succeed in CPA marketing with testing and finding winning offers?

Use tracking software, again free trials.
Use coupons when you buy traffic.
You wanna set goals.
1) first conversion
2) minimize negative roi
3) go positive roi
4) scale
