demand gem scaling problem

i had a campaign running on google ads demand gen instream and shorts only it was running good untill i decided to scall horizontally with new creatives on a new campaign. the new campaign started performing good but the old one declined . is there any advice on how i can scall without the old campaigns decline in performance
