HTML is the language for noobs. There are many tutorials to help, and of course chatgpt

Your nationality has nothing to do with learning html. What is it that you are finding difficult with it?

Learn the basics like how flexbox works, inline and block elements, html/css syntax etc perhaps. It takes time to learn so be patient.
