If you are configuring the proxy through a desktop software, make sure that your desktop computer and phone are on the same Wi-Fi network.

If you are configuring the proxy using a username/password, go to your phone's Wi-Fi settings and select the network you are connected to. Tap on "Advanced" or "Proxy settings" and enter the hostname, port, username, and password
