How does websites gain lots of backlinks?

How do websites gain lots of backlinks? Noticed that some websites in my spehere who ranks on first google page has a lot of backlinks.
For example, there is 2 years old domain with 5.3k linking websites and has DR 72. Some backlinks they bought, but I dont think that they bought 5.3k backlinks - it cost a lot.

I tryed to send emails, got 17 backlinks per month, this process is too slow... Maybe there any ways to get fast backlinks? Ofc dont sugest services like fiverr or other link networks
