1) 1st you need to sort numbers as per carrier
2) Group them separately
3) Find forwarder domain for that carrier

Example:
t-mobile carrier

NUMBER[at]tmomail[dot]net

They are 3rd party services but will cost you too much on carrier sort and sending.
