How to target a certain European country on Tiktok

I am in the UK and want to target a different country in Europe specifically, my videos aren’t what the UK are looking for. So far I’ve purchased a sim card with phone number for the country I want to target, I have vpn and know I have to factory reset my iphone to that country and setup a new gmail account as well as a new Tiktok account. Is there anything else that’s needed? Do I have to do anything with location services on my iphone? Also are all these steps necessary as I am targeting another European country? Finally do I need to use vpn?
