Is it possible to not get caught after a banned Google play dev account?

I have my second developer account banned. Created with new IP address, i did not pay attention to other details. Uploaded same app with different package name. And it's now closed.

How do you circumvent it and keep your new account running without any problems?

It could be the same package issue but you should definitely use a anti detect browser with the new account
