Is it Worth for Billboard Video Ads at Times Square , New York???

Depends on what you advertise

If you place normal product ads, I'm not sure how useful they are

If you put in videos of your friends, cultural communication videos, spoof videos .... then I think it's worth it! Our country doesn't allow access to foreign websites, but if someone is placed there, then we can see them in the domestic media

Have you seen Times Square lately? My 2 cents is maybe back in the 1990s or early 2000s, but now I don't see it being an effective way to drive people to my brand.
