JuicyAds popunders not spending?

Spent like 40 cents instead of $5 daily and sent me very little traffic, did I set it up wrong or what is the problem?

40c/day seems low. You're probably being outbid by other Advertisers who spend more than you.

Will changing settings to highest suggested bid solve this? Is the bid the problem or daily budget too?

you can buy out a banner on a specific site there, right?

I have used Juicyads, spent $50 in one afternoon and made nothing. So, I don't recommend unless you know a certain secret that I don't.
