Marketing of a steroid sales website (cloaking + google ads?)

Hi,
I have a website for the sale of steroids, SARMs, peptides and HGH.

I have already done some SEO with Rankmath.

I would now like to advertise the store.
I was thinking of google ads + cloaking.
I have an aged google ads account available.
The google ads account is ID verified, has almost 300€ spend history, and has been reactivated 3 times already.

But i haven't quite understood the cloaking yet. Can someone please help me with this?
Or is someone here specialized in the subject of steroids and can help me with marketing?
