Removal vs. Suppression: Which Should Come First?

When negative content appears online, do you normally investigate removal first or immediately start thinking about suppression?

Obviously, if something genuinely violates a platform's policies, removal makes sense. But when the content is legitimate and can't be removed, suppression seems like the more realistic approach.

How do experienced ORM providers decide which route to take?
