What is the best strategy to run a SMS campaign for casino?

Hey,
I'm trying to run a sms casino campaign.
I have SMS provider, I am using HLR for number. But still something doesnt work.
The steps I did it so far is:
Buying data > Run though HLR > Split for 4 brands and 4 creatives > sent SMS for the active numbers.
My results wasnt good enough and I basically wast money.
DLR: 90%
CTR: 1-3% on average
Click 2 Lead: 0% (almost nothing)

What am I doing wrong what do you think I need to do better?
Is it the data?(should I try to find higher quality source for that?) Is it the creative? or what exactly?

You need to fix your ad creative because your CTR is below the industry standard.

When you get better CTR, you will get more leads.
