I need an AI avatar "narrator" like the one used here but not in an anime style:

Maybe photorealistic but animated. This one uses a static hooded figure. I need one with a face and a moving mouth:

NOTE': The AI presenter doesn't have to move its mouth in synch with the words

I forgot which channel I saw the step by step process for making something like this but I knew I eas researching about AI animation and movie making that day. So, you can probably find it on YouTube.
