Admob verification

My old admob account became useless because I failed the ID verification. I tried to scan my ID few times but it refused each time (despite it's my legal id & photo quality was good). Then, I created a fresh admob account and it's going to ask for verification. What should I do? Do I request pin to my address (the old way)?
